The current rapid development of artificial intelligence technology brings a series of potential conflicts and challenges to the existing legal system. The creation of AI legal systems will have a major impact on legislation, judicature or administration. When the artificial intelligence system is gradually improved, many legal issues will be resolved. For example, damage to humans due to malfunction of an artificial intelligence system. At home, the current artificial intelligence legal system is still in its infancy. Therefore, it is imperative to establish an independent and complete artificial intelligence legal system. China should establish a complete legal information system as soon as possible, publish all kinds of relevant laws and regulations and the latest academic results in a timely manner, and must strive to break through legal interpretation simulations, heuristic procedures, natural language understanding, and value reasoning simulations on the basis of existing achievements. The inherent limitations of the "artificial intelligence" should be able to become a legal entity should be set clear standards for the judiciary to provide a timely legal basis. AI laws should clarify the respective rights and obligations of developers, operators, and users to ensure the clarity of legal liability in specific cases. At the same time, establish a reasonable mechanism to safeguard personal data and privacy rights, strengthen the artificial intelligence program review mechanism, and so on. With the development of technology, if artificial intelligence has a higher "intelligence", how to give it its status in legislation, this will bring a fundamental impact on the existing legislative ideas and systems.
