2. Project overview and scope of tender

Project Overview:

The locomotives and other equipment along the line of the Shuohuang Railway Company’s locomotives and subsidiaries (mainly including the three stations at Dongdae, Suning and Huanghua Port) have fuel requirements. It is necessary to arrange road tankers to ship diesel oil to designated stations or to join locomotives and equipment. The successful bidder shall arrange professional tanks and refueling trucks at the designated delivery site of the tendering party, and add the diesel fuel to the locomotives and equipment according to the tenderer's time requirements.

Bidding content:

The project is divided into 1 standard package, including the annual vehicle diesel procurement and distribution service of Shuohuang Railway Company. The service cycle is 2 years after the signing of the contract.

The bid winner must arrange the railroad tanker or road tanker to deliver the diesel to the designated location of the bidder according to the specific requirements of the tenderer.

3. Bidder qualification requirements

3.1 The tender requires bidders must also meet the following qualification conditions:

(1) The bidder must be registered in the People's Republic of China and have independent legal personality, and the registered capital must not be less than 10 million yuan; or the bidder has the qualification of an enterprise as an unincorporated person (a license issued by a parent company with independent legal person qualification must be provided).

(2) The bidder must possess the approval certificate for the wholesale or retail operation of refined oil products. The transport company with the transport license for road dangerous goods or the transport license for road dangerous goods must bear the responsibility for the distribution service. Certificate material);

(3) The bidder must have the necessary financial, technical and production capabilities to perform the contract. The financial status must provide the financial statements of the bidder for the most recent two years (2014, 2015), including the balance sheet, profit and loss statement, and cash flow statement. (4) The bidder has not been ordered to suspend business, property has been taken over, frozen, or bankruptcy;

3.2 This bid accepts bidders to form a consortium bid.

3.3 The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in the bidding for the same bid. Otherwise, the relevant bid will be invalid.
