First, the tender conditions

The project has already met the conditions for tendering. The procurement of uninterruptible power supply devices (auxiliary workshops) for the project is now open tender.

Second, project overview

Project Location: The site of this project is located in Xilinhot, Xilin Gol League, Inner Mongolia Autonomous Region. A 2×350MW supercritical air-cooled unit is to be built on the reserved site of 2×300MW units of Xilin Thermal Power Plant. The site is about 7km southwest from the city center, about 3km away from Xilinhot Wastewater Treatment Plant and 18km away from Xilinhe Reservoir. The site is about 400m from Xilin Avenue in the south and about 16km from Xilinhot Airport in the southwest. The site is open and flat. The elevation of the ground is between 999.77 and 1011.44m. It is high in the east and low in the west.

Transportation:

Road Transportation: There are 7 trunk roads such as 207, 303 and 208 national highways in Xilin Gol League. There are more than 80 highways and a total length of 6135 km. Among them, State Road 3: State Road 207 goes from Xilinhot to Guangdong Hai'an and State Road 303 from Ji'an Ji'an to Xilinhot and State Road 208 goes from Erlianhot to Shanxi Changzhi. Xi'an has a total mileage of 615km; there are 4 provincial highways and provincial roads Line 101 goes from Hohhot to Tongling City, Huolinguole, and Provincial Highway 307 (Xilin Thermal Power Plant enters the plant road to connect with it) from Xilinhot to Linxi County, Chifeng City, Bahrain Bridge, and Provincial Highway No. 207 from Ximeng Suni Teyouka Town Saihantala Town is located at the junction of Ulan League and Zhangbei County of Hebei Province, and Provincial Highway No. 304 line from Weichang County of Hebei Province to Umunng Jining City. The total length of Ximeng is 1296km. The provincial trunk line connects the 13 districts and counties to the seat of the municipal government, which constitutes the general framework of the road network of the “three horizontal and five vertical and one export”. The road network extending in all directions has strengthened the links between the Ximeng region and North China, Northeast China, Beijing and Hohhot. The criss-crossing Ximeng Road Network has some functions as a national defense highway. The direct distances from Xilinhot to the capital city of Beijing and the capital of the autonomous region of Hohhot are 433km and 495km, respectively.

Xilinhot has convenient traffic conditions and can meet the transportation of large pieces of equipment and materials during the construction of power plants.

Rail transport: Xilinhot has built the Xisang Line (Xilinhot-Sangandalai) and Xiduo (Xilinhot-Duolun) railways, with an annual transportation capacity of over 26 million tons. In order to build a large-scale coal transportation corridor, the Xilinhaote East Railway Station will be started. Xilinhaote-Duolun Railway Double Line, Xilinhaote-Bayanbaolig Coalfield, Xilinhot-Erenhot, Xilinhot-Ulanhot and Xilinhot-Chifengkeqi are actively promoted. The pre-railway work has opened up the railway transportation links connecting the Northeast and North China.

Progress of the project: #3 crew will be handed over to the owner after 168 hours trial run on September 30, 2017; #4 crew will be handed over to the owner after 168 hours trial run on October 30, 2017.

Fourth, bidder qualification requirements:

1. The bidder must have an independent legal person registered in the People's Republic of China with a registered capital of 10 million yuan and above.

2. There is a need for a certificate for the import of the tender subject matter (note that a foreign manufacturer of the same brand can only entrust an agent to participate in the tender) and has a perfect quality ISO-9001 series of quality, safety and environmental systems and their corresponding Valid certification.

3. The bidder has the ability to perform the contract, including professional, technical qualifications and capabilities, capital, equipment and other material facilities, management capabilities, experience, credibility and the corresponding practitioners.

4. If the subject matter is an effective production license, a special equipment production license, a manufacturing measurement instrument license, or a national compulsory product certification certificate (3C certification) prescribed by the national laws, regulations, departmental rules, and regulatory standards, it shall be provided certificate.

5. The bidder must have more than three items of the same subject equipment and operate for more than three years. The bidder has not breached any contract in any recent years or was forced to cancel any contract due to the bidder’s reasons. Must provide effective proof of performance: Including the contract (the material that proves the performance must be the original contract, the other is invalid). Note: The performance (including the contract) provided by the bidder must be true, and it must cooperate with the owner at any time for verification or field inspection. If the performance (including the contract) provided by the bidder is inconsistent with the facts, the owner may punish the bidder or cancel the bidder’s qualifications, terminate the contract, or include the bidder (unit) providing the false performance in the dishonesty supplier list.

6. The bidder has good bank credit and business reputation and is not being ordered to suspend business or bankruptcy, and the assets have not been reorganized, taken over and frozen.

7. The legal representatives of the company are two or more legal persons of the same person. The parent company, wholly-owned subsidiary company and its holding company shall not bid at the same time in the bidding for the same subject matter.

8. The Commonwealth does not accept bids in this tender.
