The notice shows that the proposed promotion includes two items. The first is the promotion of contract energy management. This model means that energy-saving service companies sign energy management contracts with users, provide users with services such as energy-saving diagnosis, financing, and reconstruction, and use energy-saving benefit sharing to recover investment and gain a reasonable profit.

The notice proposes to continue to promote green lighting products for urban roads. Urban road lighting should give priority to the use of semiconductor lighting (LED) products (having features such as low power consumption, long life, good lighting effect, and strong controllability, etc.) and are the green countries that have vigorously promoted them. In terms of promotion methods, according to the requirements of government procurement and public bidding, the energy conservation service companies are determined through bidding and bidding, and the owners of urban road lighting projects sign contract energy management contracts with energy conservation service companies. The energy-saving service company undertakes the services of project financing, project construction, project management, project operations, etc. The urban road lighting project owner pays the lighting electricity fee monthly. The urban road lighting project owners and energy-saving service companies share the energy-saving benefits of the project in accordance with the contract.

The notice requires that, from now on, active implementation of green lighting in the areas of public lighting such as urban road lighting, bridge tunnel lighting, square landscape lighting and other public lighting in the province shall adopt contract energy management. However, the energy-saving service company that undertakes the energy management of urban road lighting contract should possess the qualification of energy conservation service recognized by the relevant national or provincial competent authority, have certain financing capacity, and possess strong professional skills, and have the ability to guarantee the smooth implementation and stable operation of the project.
